PUCO Accepts Results of October 2024 FEOU CBP Auction - Wednesday, October 2, 2024

The Public Utilities Commission of Ohio (PUCO) has accepted the results of the latest wholesale auction held October 1, 2024 using a competitive bidding process (CBP) to procure standard service offer (SSO) supply for SSO customers of the FirstEnergy Ohio Utilities (FEOU). FirstEnergy Ohio Utilities has received approval from the Public Utilities Commission of Ohio (“PUCO”) to update its auction schedule in accordance with the newly approved shorter five-year ESP-V term. Announcement of Updated Capacity Proxy Price for the March 2024 ESP-IV Competitive Bidding Process - Tuesday, March 12, 2024

FirstEnergy Ohio Utilities ESP-IV includes an option to use a Capacity Proxy Price (CPP) for delivery years when the PJM capacity price is not available at the time of an ESP-IV auction for those delivery years. PJM has not yet conducted and posted its base residual auction (“BRA”) results to establish an actual initial capacity price for Energy Year 2025/2026. However, the PJM has conducted and posted its 2024/2025 3rd Incremental Auction results at the end of the business day on March 11, 2024. The Companies will use an updated CPP for the products to be procured in the March 2024 ESP-IV auction. The CPP for 2025/2026 Energy Delivery Year is $31.79/MW-day, please see the table below.

On December 13, 2023 the Companies filed a motion for interim relief and request for expedited treatment in their fifth Electric Security Plan (“ESP V”) case. In the motion, the Companies are seeking PUCO authorization to conduct two full requirements SSO auctions consistent with the competitive bidding process approved in the Companies’ current electric security plan (“ESP IV”) to fulfill SSO commitments that begin on June 1, 2024. SSO INFORMATION RELATING TO THE RECENT NOPEC ANNOUNCEMENT IN OHIO - Friday, September 2, 2022
On August 26, 2022, the FirstEnergy Ohio EDU’s (“FEOU”) advised their suppliers of the August 24, 2022, Northeast Ohio Public Energy Council (“NOPEC”) filing with The Public Utilities Commission of Ohio (“PUCO”) informing the PUCO of NOPEC’s intent to return its Standard Program Price (“SPP”) customers to the FEOU SSO as soon as possible. FEOU is committed to update their suppliers and prospective bidders as new information became available. This is to advise that Dynegy Marketing and Trade, LLC has filed a Complaint and Request for Emergency Relief against NOPEC with the PUCO. More information is available on the PUCO’s website.

As stated previously, FEOU is trying to get additional information on these SPP customers, and will share as much information with the suppliers and prospective bidders as timely as possible. 
SSO INFORMATION RELATING TO THE RECENT NOPEC ANNOUNCEMENT IN OHIO - Friday, August 26, 2022
The FirstEnergy Ohio EDUs (“FEOU”) are committed to keeping their wholesale suppliers informed of developments that could impact FEOU’s standard service offer (“SSO”). On August 24, 2022, the Northeast Ohio Public Energy Council (“NOPEC”) filed a notice with The Public Utilities Commission of Ohio (“PUCO”), informing the PUCO of its intent to return its Standard Program Price (“SPP”) customers to the FEOU SSO as soon as possible, starting with meter reads in September. We understand from NOPEC that this customer migration back to SSO could include over 500,000 customers. NOPEC’s notice says that “NOPEC plans to resume its aggregation program when NOPEC’s costs are expected to align considerably more closely with then-effective SSO prices.” FEOU is trying to get additional information on these SPP customers, and we will share as much information with you as timely as possible.     The FirstEnergy Ohio Utilities are conducting a collaborative meeting with Suppliers and other interested stakeholders to discuss the competitive bid process used to procure generation supply for the standard service offer.     The Public Utilities Commission of Ohio (PUCO) today accepted the results of the latest wholesale auction held October 23, 2012 using a competitive bidding process (CBP) to procure standard service offer (SSO) supply for SSO customers of the FirstEnergy Ohio Utilities (FEOU). The results from the auction, combined with results from other previous and/or scheduled CBP auctions to procure FEOU’s SSO supply, will be used to determine retail generation service rates for the delivery period June 1, 2013 through May 31, 2016.     Pursuant to the Bidding Rules, no later than four (4) days prior to the Part 2 Application Due Date, the CBP Manager announces any update to the MW-measure of the tranches in the auction. There is no change in the MW-measure of the tranches in the auction scheduled for October 2012 from the announcement made on August 21, 2012. Thus, based on historical data, the energy obligation is approximately 115 MW per tranche, and the capacity obligation is approximately 130 MW per tranche. These values are provided for reference purposes only.     The minimum and maximum starting prices for the product in the CBP auction scheduled for October 23, 2012 are $80.00/MWh and $105.00/MWh, respectively. The product’s starting price is expected to fall within the range of $80.00/MWh and $105.00/MWh and will be disclosed to bidders prior to the auction.

    Revised CBP Schedule - Monday, May 24, 2010
    In response to the Public Utilities Commission of Ohio’s May 13 Entry on Rehearing in the Electric Security Plan (ESP), which calls for an evidentiary hearing on June 17, 2010, FirstEnergy Corp.’s Ohio utility companies need to modify the previously announced competitive bidding process (CBP) schedule. As a result, Part 2 Applications will be postponed from the current deadline of June 15, 2010, and the auction will be rescheduled from its current date of July 13, 2010. Additional information, including a revised schedule, will be posted on the auction Information Website and distributed via email as soon as it becomes available.
